<p>Perhaps the most simple, convenient and affordable form of insurance that exists for a specified tenure is Term life insurance. Term life insurance is insurance for a short period of time and is deemed to be pure protection, as it builds no cash value. If the insurer dies within the specified duration of the insurance, the death benefit goes to his or her beneficiary. As the term expires the insurer is not required to payout. </p>
<p>Term life insurance is an incredibly beneficial policy. The policy has proved its worth at the time of natural disasters and other calamities. For instance term life insurance was a great financial support and source of mental peace to the survivors of 9/11 and Katrina. </p>
<p>The popularity of term life insurance is witnessing a surge day by day. Term life insurance is cited as one of the hottest products in the latest Fitch ratings. As per the annual 2005 Review and 2006 Outlook for the US insurance industry, term life insurance is the hottest pick in the insurance industry today. In terms of Julie Burke, managing director, Fitch Ratings, &#8220;a product like term life insurance can create reserving and capital changes for insurers, which can be addressed by scale&#8221;.</p>
<p>The primary reason behind the booming popularity of term life insurance is a drop in the premium rates of the policy. Even though term life policy comes at very low interest rates yet a major drop in the premium rates of insurance is expected this year. According to Insurance Information Institute, the premium rates for insurance are expected to drop by 3 percent in 2006. The drop is a consequence of immense competition in the market and the diminishing mortality rate amongst human beings. </p>
<p>However the case is not the same in China. China Life Insurance Co. has increased the rates for term life product. China Life has increased the premium rate on the Kangning Term by 30%.  </p>
<p>Lately Kanetix, Canada&#8217;s leading insurance marketplace and MetLife, renowned insurance company have made it to the news because of their new attempts in the field of term life insurance. Kanetix has launched a new term life insurance quote service, with standard and preferred rates highlighted for insurance shoppers. The quotes are in an easy-to-read and comparables format. The quotes are available for a coverage of $250,000 and above and the preferred rates can cause saving of up to 30% off the standard rate. According to the company nearly 50% of the people applying for life insurance coverage through the portal can benefit from some savings. The estimate so made is on behalf of the past study of the portal. The portal would permit the shoppers to review the price range offered and make an informed choice. </p>
<p>MetLife has come up with three term life insurance products for people who seek to have a non-permanent insurance. The three products are One Year Term Insurance, Scheduled Term Insurance and Level Term Insurance. These three forms are ideal for individuals who require a large insurance cover but have limited budgets.</p>

<p>Owing to multiple blizzards in Washington, Congress started its President&#8217;s Day recess a full week early and conducted no official business last week. However, there was some legislative drama as Senate Majority Leader Harry Reid pulled the rug out from under Finance Committee Chairman Max Baucus by scrapping the Baucus jobs bill (without warning), which contained many health insurance items, and replacing it with a stripped down, narrow jobs bill. Whether the health items Baucus originally inserted with Republican help will make it back to the table remains fuzzy. Among the health items that have been dropped are: the COBRA eligibility extension (to May 31); the “doc fix” (to October, 2010) of Medicare reimbursement rates; and the favorable statutory direction to CMS to calculate the 2011 Medicare Advantage rates &#8220;as if&#8221; the doc fix were in place. </p>
<p>States<br /><a rel="nofollow" onclick="javascript:pageTracker._trackPageview('/outgoing/article_exit_link');" href="http://www.easytoinsureme.com/california-health-insurance.html"><br />California health insurance</a> The Office of Patient Advocacy released a report card on the state’s HMOs last week. Aetna received 3 out of 4 stars. The goal of the report card is to allow consumers to compare how well health plans use personal medical records and help address conditions such as asthma, arthritis and diabetes. </p>
<p>COLORADO: Governor Bill Ritter held a press conference to announce what he calls &#8220;the next round of reforms that represent common sense.&#8221; His legislative package includes bills to preclude insurance companies from charging different rates due to a person&#8217;s gender, ensure that women have access to breast cancer screening, assure plain language is used in insurance forms, standardize insurance applications and explanations of benefits, and encourage greater use of online tools to enroll people in public programs. Apart from the Governor&#8217;s proposals, a bill that would establish a public option was also introduced. </p>
<p>CONNECTICUT: In a short legislative session of only three months, the Insurance &amp; Real Estate Committee wasted no time in putting forth an agenda that includes many concept drafts for repeat legislation from previous sessions. These include prohibiting health insurance copayments for preventive care, limiting prescription drug copayments, prohibiting Social Security disability payment offsets, and exempting the Municipal Employees Health Insurance Plans from the premium tax on small group premiums. In addition, the committee reintroduced legislation that includes nearly a dozen new health benefit mandates. The Council for Affordable Health Insurance, an independent think-tank, says that health insurance mandates could increase premiums in Connecticut by more than 50 percent overall. </p>
<p>GEORGIA: A bill was proposed last week that would impose significant restrictions on insurers&#8217; ability to rescind health insurance policies. Aetna, through the Georgia Association of Health Plans and AHIP, met with the legislator sponsoring the bill to express concerns with the bill. </p>
<p>INDIANA: The legislative session is at halftime, and the insurance agenda is now limited. Most insurance issue bills are officially dead, including a bill that would have prohibited health plan provisions requiring a contracted provider to accept more than a certain number of patients; coverage for dialysis treatment regardless of whether the facility is contracted or not and without certain benefit restrictions; and a bill that would have allowed out-of-network assignment of benefits. However, Aetna is expecting that a bill requiring insurer and HMO annual reporting of premium cost composition, including administrative costs, may be resurrected. A bill that restricts dental insurers and HMOs from establishing fee schedules for non-covered services passed the Senate, with our amendment to accommodate most of the key concerns expressed by opponents of the bill. As the bill stands, dental insurance plans may impose fee schedules for covered services, regardless of whether the plan actually pays for the services rendered.</p>
<p>KANSAS: An amended version of S.B. 389 related to dental services passed the Senate Financial Institutions and Insurance Committee on February 11. The amended bill prohibits any contract between a health insurer that offers a health benefit plan and a dentist from containing a provision that requires the dentist to accept a fee schedule for services unless the service is a covered service. Committee amendments added to the definition of a “health benefit plan” the following: any subscription agreement issued by a non-profit dental service corporation; any policy of health insurance purchased by an individual; the state children’s health insurance plan; and the state medical assistance program under Medicaid. We will continue to update you as this bill progresses and hope to make favorable changes as the bill moves through the House. </p>
<p>MASSACHUSETTS: Governor Deval Patrick filed a 40-page bill that proposes giving the insurance commissioner the power to hold public hearings on rate adjustments and essentially cap health care price increases. Rate increases for individuals would be held to the rate of medical inflation; those sold to employers with 50 or fewer workers could not exceed one and a half times the level of medical inflation. The legislation would also impose a two-year moratorium on any new health benefit mandates. Legislative leaders praised the intent of the governor’s plan but declined to promise support. Strong opposition is expected from medical provider groups. The Governor simultaneously announced emergency regulations to take immediate effect that will require health insurers to submit proposed small business rate increases for review by the state 30 days before they take effect. Several other proposed provisions include a requirement that insurers offer at least one coverage plan with a limited network of health care providers costing at least 10 percent less than health plans with access to more physicians. The Massachusetts Association of Health plans is lobbying in support of a bill introduced by Senate Insurance Chair Richard Moore that would create a cheaper health insurance product for small employers by capping payments to providers at just 10 percent above Medicare rates. The Massachusetts Medical Society is against that proposal.</p>
<p>MISSOURI: An autism coverage mandate bill was amended and “perfected” by the Senate and then sent to the Government Accountability and Fiscal Oversight Committee from which it must emerge before returning to the floor of the Senate. In addition to two mandate-related amendments, a third amendment to the bill allowing for limited cross border sales of health insurance also passed. In its current form, the bill contains a mandated offering of the coverage in the individual market. Coverage is limited to treatment ordered by a licensed physician or psychologist whose treatment plan the carrier is entitled to review every six months. Coverage for applied behavior analysis (ABA) is limited to $52,000 annually (down from the $72,000 as introduced) for persons under age 21. Meanwhile in the House, a bill containing significant language relating to the credentialing of autism service providers also passed. The bill also contains a mandate to offer coverage in the individual market and to groups of fewer than 25. Groups of 25 to 50 would be entitled to an exemption from the mandate if they could demonstrate an increase in premiums tied to the mandate. The bill limits annual coverage of ABA ($36,000 for children ages 3-9; $20,000 for children ages 9-21). Aetna will continue to monitor the status of these mandates, but it appears fairly clear at this point that something will pass on the issue of autism.</p>
<p>NEW JERSEY: Last week Governor Chris Christie declared a fiscal state of emergency calling a special session of the legislature to lay out his plan for dealing with state’s current $2.2 billion budget shortfall. His plan calls for significant cuts or eliminations across 375 state programs and withholding $500 million of state education aid. Of note on the program side is a $12.6 million reduction in Charity Care funding to hospitals, which pays for care to uninsured residents. In legislative action, the Assembly Financial Institutions and Insurance Committee held a three-hour public hearing on out-of-network reimbursement. Much of the hearing focused on the markedly higher billing practices of ambulatory surgery centers and one non-par hospital. Aetna presented testimony regarding its experience with the non-par hospital, citing their disparate year-over-year increase in charges compared to other similarly situated hospitals. Chairman Schaer indicated the committee will work over the next several months to craft a solution.</p>
<p>NEW YORK: With Democratic Senator Hiram Monserrate officially expelled from the Senate, the Democratic majority (31-30) now faces an uphill battle getting the 32 votes needed to pass legislation. However, both the Senate and the Assembly moved forward with a public hearing on the Executive Budget proposal for health, including the section mandating the prior approval of rate adjustments. The Health Plan Association testified on behalf of the industry. If enacted, Governor Paterson&#8217;s proposal for an 85 percent medical loss ratio and a prior approval hearing process for all rate adjustments would essentially amount to government control of health insurance, undermining the private health insurance market in New York. Price controls would weaken health plan solvency, hurt providers and virtually eliminate innovation and efficiency. At the same time, the proposal ignores the underlying cause of the increasing cost of health insurance &#8212; the increase in the actual costs of health care services.</p>
<p>OKLAHOMA: The second session of the 52nd Oklahoma Legislature convened in Oklahoma City on February 1. Legislators quickly turned to the state’s $1.3 billion budget deficit described by Governor Brad Henry (D) in his eighth and final state of the state address and FY 2011 executive budget. During his address, the Governor focused on his plans for resolving the $1.3 billion budget deficit through precise budget cuts. His only reference to health insurance was to encourage the expansion of Insure Oklahoma, a program developed by the state in partnership with small employers to provide affordable health coverage. The legislature is scheduled to adjourn on May 28 but only after addressing a range of legislation including several bills of interest to Aetna. </p>
<p>SOUTH DAKOTA: A dental fee schedule bill (S.B. 108) unanimously passed the Senate Commerce Committee and is expected to be taken up by the full Senate early this week. <p>TENNESSEE: Several bills have been proposed that would make changes to the state&#8217;s external review law. Aetna and other industry representatives will be meeting with the Tennessee Department of Commerce and Insurance regarding its proposed changes to the external review law. The bill proposed by the TDCI most closely mirrors the model legislation proposed by the National Association of Insurance Commissioners. </p>
<p>UTAH: The Speaker of the House has introduced a health reform bill addressing health information technology, individual and small group market reforms and transparency. The overarching theme of the reforms is micromanagement of rates and rating factors, and a broadening of the Insurance Commissioner&#8217;s authority. The transparency provisions apply plan designs and benefit descriptions submitted by carriers, and would require providers to make available, upon request, a price list for services on both an inpatient and outpatient basis.</p>

Little sign here of the devastation some of them have helped bring about in the lives of others; no sign at all of any remorse at having done so. How wonderful it would be to call their bluff and wave them off to France or Germany. It's time to lance the boil. So, someone who is diagnosed with throat cancer, for example, could see their health insurance claim rejected if they had failed to mention a past visit to the doctor for a sore throat when they applied for the policy – even when the doctor prescribed nothing more than a few days' rest, and the question was not asked by the insurer.</p><p>Claims are also turned down when householders accidentally get information wrong. A common example is when applying for household insurance, where the question "Are the locks British 'safety-standard', a five-lever mortice lock conforming to BS3621, or a cylinder rim deadlock?" is commonly asked. Not surprisingly – especially since a householder would often need to take the lock out of the door to find out – it is often answered wrongly. Yet, if a householder claims on their policy, even for something unrelated to locks, such as a fire, they could find their claim rejected.</p><p>Consumer groups, health charities and many insurance companies have long called for a change to the law, saying that it is unclear and unfair.</p><p>"At the moment, the obligation is on you, the consumer, to disclose all the facts that might have an effect – decisive or not – on the mind of a prudent underwriter in assessing the risk," says Peter Tyldesley, a lecturer at the <a href="http://www.manchester.ac.uk/" title="University of Manchester">University of Manchester</a> and insurance law specialist. "This is setting consumers up to fail."</p><p>After years of consultation on the issue, on 15 December the <a href="http://www.lawcom.gov.uk/" title="Law Commission">Law Commission</a> will present a draft bill to parliament that should spell the beginning of the end to these often disastrous discrepancies in the law.</p><p>The <em>Observer </em>understands that the  bill will propose the law is changed to abolish the duty of disclosure – volunteering information without being asked – to providing only the information asked for by insurers. It will also propose changes to the way insurance companies deal with policyholders when they get something wrong. So, for example, if a policyholder makes an innocent mistake, they will have their claim paid in full and if they are "careless", rather than reckless, they should get a proportionate payout. If, for example, they have only paid half the premium which would have been charged had the underwriter known the true facts, they may receive a payout of only half the amount of their loss.</p><p>"The issues of non-disclosure and misrepresentation have been running for many years," says Tamara Goriely of the Law Commission. "We think the law needs to be changed so that it is clear, accessible and easy to understand."</p><p>At the moment, around 1,000 insurance cases a year involving non-disclosure end up with the <a href="http://www.financial-ombudsman.org.uk/" title="Financial Ombudsman Service">Financial Ombudsman Service</a>, which often then rules in a policyholder's favour. The vast majority of these claims are for large amounts of money, says the Law Commission, often involving people going through a particularly vulnerable time such as dealing with a cancer or MS diagnosis.</p><p>"We've always had a broader view of disclosure than the courts," says an FOS spokesman. "If the insurer hasn't been specific enough in its questions, for example, we might rule in the consumer's favour."</p><p>Marketing consultant Inga McVicar had to turn to the FOS in 2007 when she was diagnosed with ovarian cancer but found herself unable to claim on her critical illness insurance policy. Her insurance company turned down her claim over a discrepancy in her answers on the initial form, which was due to an error by her financial adviser.</p><p>As soon as she realised the error, says McVicar, 33, she told her insurer but it treated the policy as if it had never existed. "What shocked me more was the horrific way my insurance company dealt with me over it," she says. "They  branded me a liar, failed to return my calls and, to add insult to injury, in a letter to me referred to my diagnosis as breast cancer not ovarian cancer."</p><p>By February 2008, McVicar had to return to work as she is self-employed, despite the fact she was undergoing chemotherapy. "To add to this, the anomaly in my policy the insurer was referring to didn't remotely relate to my diagnosis and it turns out even if I had answered that one question correctly I would have been covered, albeit with increased premiums," she says.</p><p><a href="http://www.macmillan.org.uk/Home.aspx" title="Macmillan Cancer Support ">Macmillan Cancer Support </a>provided Inga with a grant to help with her basic needs while she took her case to the Financial Ombudsman Service. The ombudsman ruled in her favour, agreeing that it was a genuine mistake. She got a payout of £46,000 and is now in remission from the cancer.</p><p>Many insurers do not apply the letter of the law, taking a more reasonable approach to claims. However, a minority do apply it rigorously.</p><p>A spokesman for the Association of British Insurers, said: "We don't believe there is any need for intervention as far as non-disclosure is concerned. Where there are areas of concern, we believe these have been addressed. We have introduced a code of practice for critical illness insurance and the number of complaints has reduced significantly."</p><p>However, progress has not been made in other areas, says Goriely. "In household, motor and travel, particularly where the claim relates to a medical condition, there is no evidence that [disputes over non-disclosure] have dropped off."</p><p>"We think it's ridiculous that consumer insurance is based on an archaic law from 1906," says Phil Jones, public affairs officer at <a href="http://www.which.co.uk/" title="Which?">Which?</a></p><p>"The Law Commission report is an excellent opportunity to address this issue so we urge all political parties to support the bill."</p><p><em>■ Have you had a claim refused for non-disclosure, and did you resolve the issue? Check how the policy works, or, like the couple here, you might still risk losing your home</p><p>When Julie Moss and Barry Goodison took out a mortgage to buy their council home, they thought they had done everything right: they could afford the mortgage and had taken out payment protection insurance (PPI) to cover the monthly payments should one of them lose their job.</p><p>But this spring Barry lost his job as a groundsman, and, despite having a PPI policy with Payment Shield in place, the couple still ended up facing repossession. Their problems were partly caused by mistakes made by their lender and insurer, but also because the couple did not understand how their policy worked and what they needed to do.</p><p>Their experience could help other homeowners who are made redundant.</p><p>After buying their home in Hilton, near Derby, the couple remortgaged from their old lender to a bigger loan with a cheaper interest rate with GE Money, but decided to keep the existing PPI policy in place.</p><p>Julie and Barry had no problems with keeping up with their mortgage payments until Barry's job was cut in February. Having never been made redundant before, Barry concentrated on trying to find more work, and didn't realise that he needed to sign on immediately, not only so he would start receiving jobseeker's allowance (JSA) but also to trigger the claim on the PPI policy.</p><p>"Once he signed on, it took from March until July for Payment Shield to pay out," says Julie.</p><p>The couple, who have three children, struggled to keep their household going: Julie works part-time as a waitress, and the JSA took six weeks to come through.</p><p>In the meantime, although Julie had told GE Money that they had claimed on their PPI and should be getting £653 a month, the lender started repossession proceedings in June against the couple.</p><p>Julie protested, and this time the lender acknowledged the PPI policy and stopped its legal action to repossess. But the couple had already clocked up £326 in charges.</p><p>Although the policy pays out £112 less than the mortgage payment each month, the couple have managed to pay the full amount due. But despite this they were still incurring late payment charges at the rate of £40 a month because the PPI policy paid out a few days after the mortgage payment was due.</p><p>Again Julie protested to GE Money, which agreed to allow its payments to be timed to coincide with the policy payout until the end of December. But the couple faced incurring the £40 charge each month from January, and still had the outstanding legal charges to pay.</p><p>After intervention by the <em>Observer</em>, GE Money agreed to waive the outstanding charges, rearrange the payment dates on a permanent basis so there would be no more late payment charges, and to ask the credit rating agencies Experian and Equifax to clear any poor references added to the couple's records.</p><p>But this does not compensate them for the stress they suffered while under the threat of repossession, or for the aggravation of incurring charges through no apparent fault of their own.</p><p>"We tried to keep it away from the children but they were aware we were worried," says Julie.</p><p>So what can other homeowners do to avoid ending up in this situation?</p><p>First, says Mark Maguire, a spokesman for GE Money, if you are remortgaging, it is worth reviewing your PPI policy. If you are increasing the size of your loan, you may want to increase the cover provided by the policy. Julie and Barry have ended up having to foot £112 of the mortgage bill themselves each month because they didn't increase the policy at the same time as their mortgage.</p><p>Even if you haven't applied for a bigger mortgage, you may be able to find a cheaper policy.</p><p>Second, says David Hollingworth of mortgage broker London &#38; Country, mortgage holders should not rely on the PPI policy paying out straight away, and should build up a contingency fund to pay the essential bills until the policy kicks in.</p><p>He says: "Most policies don't pay out for at least 30 days, and some don't pay out for a few months to keep the premium costs down. This doesn't even allow for problems in claiming, such as Julie and Barry encountered."</p><p>Third, read your policy to make sure you understand the terms. If you have taken out a policy through your lender, it will probably pay direct into your mortgage account on the day the mortgage payment is due. But if you have a freestanding policy or one arranged to go with a previous mortgage, the dates may not tally. Check when it will pay out, and whether you can ask for that payment date to be altered if necessary.</p><p>If you cannot alter the policy payment date, ask your lender if you can alter the payment date on your mortgage. This may involve paying extra interest for one month (interest on the portion of capital that is not paid off for however long the delay is) plus an arrangement fee, but this should prove cheaper than incurring late payment fees every month.</p><p>Finally, if you do lose your job, make sure you go to your local jobcentre as soon as possible to inquire about eligibility for JSA or income support. You cannot trigger a PPI claim until you sign on, even if you are not eligible.
